The performance of any organisation or institution largely depends on its ability to achieve its goals; and this is partly a function to which is possesses the requisite financial capacity and input.

This undoudtely means that FINANCE is the bedroack for effective and smooth running of our Local Government.
Performance most especially in Local Government is charged with responsibility of providing service to the people and the
public.Local Government occupy a strategic position and an important instrument of political, socio and economic development at the local level.

Local Government with wide ranging responsibilities for local service delivery and the promotion of sustainable development, the PRUDENT and EFFICIENT MANAGEMENT of  FINANCIAL RESOURCES is a task that cannot be ignored.

Event of the  past have shown that to a large extent the traditional explanation for poor performance of local governments like inadequacy of funds is no longer tenable.

 With over 700billion naira accruing to the local governments for the period JUNE 1999 to MAY 2002  it has increasingly become clear that the answer to the problem of local governments should be sougthed else where some of the such areas,is a more sound effective and efficient FINANCIAL SYSTEM with strong emphasis on control and accountability.

A SOUND EFFECTIVE AND EFFICIENT FINANCIAL SYSTEM REQUIRES

A. Tax levies and other charges be collected as economically as possible

B.Money be spent in such a way that it meets the demands of competing claimants and yet maximize the public interest

C. Program's be executed in an efficient and cost effective manner, and

D.Safeguards be provided to assure that community resources are used lawfully to accomplish public ends.
